Turns out (somehow) my DSL/router firewall settings had been changed from basic to Low!!!!!!!! have no clue how, Have in the past put in on low and tried steam, and saw it did'nt work that way. I doubt my isp did it.
I'm concluding that my modem for some reason found that setting to be needed, and set it that way on weds upon boot up.
So if you have a Actiontec dsl/gateway modem. model GT701-WG, or any router/modem for that matter. For GT701-WG, goto (in internet browser) 192.168.0.1 and go to advanced setup, then see if your firewall is set to low or not. if so, put it to basic..
am updating everything in steam, and cs now. I hope everything goes o.k.
I wish I did'nt have to put in new hdd and install xp just find this information out. but O well, whatever means to an end huh? lol
thanks to any and all for help or suggestions during my time in need.. I will be sure to come back and help reinforce the idea that something(besides steam) is probably at fault.
Like I said I did'nt change my firewall setting, that just reminded me, you don't have to change something for something to change. lol
