FPS doesn't depend on just the speed of your video card. It goes together with your CPU and amount of physical RAM.
If you have a powerful CPU and over 512MB of RAM. Then you should clean out your HDD ( aka. Viruses, Spyware, Etc. ) and perform some tweaks.

Celerons are known for having a low amount of Cache. You can have 3Ghz on your CPU but without a good amount of cache to keep up with it, you're better off back at 2Ghz.
And if you are running XP, it requires atleast 256MB to run and recommended 512MB for other programs to use some RAM.
P.S. - Steam is a Content Delievery System, not a game engine. People need to understand that.
